Yes, it does mean the items the customer bought from the shop - the policy on the items being 'non-refundable' is only for 'sale items' (things that are on sale/ cheaper than usual). It is common that if you buy something on sale, you might not be able to return or exchange it from the shop.

But i am confused why all sale items are excluded from this policy and non-returnable. Here, do "all sale items" mean the merchandies that customer bought from the store? if yes, what did the return/exchange policy apply to? Maybe I don't understand the meaning of all sale items.

So there is an 's' in brackets because this could mean singular or plural (singular being 'item,' plural being 'items').
