"requires" is a verb. The -ing form would be the continuous present tense form of the verb. The simple present tense conjugation (for the third person singular) is "requires".

the word "requires" is n. or v.? if it V. ,the form of the word should be v-ing(requiring),is it right?

"Do you have permission to enter this place" means "Are you allowed to enter this place?" or "Do you have the authority to enter this place?"
"Do you have admission" means "have you paid the ticket price/fee to enter?
"Admission" means "charge".
